For more than 150 years, the ASPCA has led the fight against animal cruelty, transforming and protecting millions of lives. We tackle the nation’s biggest animal welfare challenges and develop innovative solutions.
We are driven to create a world in which animals are safe and respected.
We SAVE animals by rescuing them from emergencies and cruelty. We TRANSFORM their lives through compassionate, hands-on care and offer training, consulting and assistance to veterinary professionals and shelters. We PROTECT animals through advocacy and our work to improve public policy, fighting systemic cruelty such as factory farming, horse slaughter and puppy mills.
The mission of the ASPCA is to provide effective means for the prevention of cruelty to animals throughout the United States. This annual report offers a snapshot of the ASPCA's work in 2023.
From Our President and CEO
In 2023, animals across the country continued to face significant challenges, from natural disasters and lack of resources to vicious acts of cruelty. Throughout the year, the ASPCA remained steadfast in our commitment to protect vulnerable animals, deploying responders to rescue animals in crisis and driving systemic change through focused advocacy. Working alongside law enforcement, animal shelters, veterinarians and community partners, we fought to save and protect animals nationwide.
Collaboration is always at the heart of our work. From coast to coast, we relocated thousands of animals, helped communities respond to disasters, addressed cases of cruelty and held perpetrators accountable, increased access to veterinary care, shared behavioral and operational resources, and supported animal welfare organizations nationwide through consultations, research, grants and training. Together, we saved, transformed and protected the lives of countless animals.
Our work in 2023 was about more than rescuing animals: It was about accelerating change, advocating for justice and building a world where every animal is cherished. Thank you for being an integral part of this work. Together, we can continue to make a lasting impact.

Leading Efforts to Prevent and Respond to Animal Cruelty
The ASPCA deploys trained responders to rescue animals in crisis and engages supporters to take a stand against animal cruelty and eradicate systems that perpetuate it.
We collaborate with hundreds of partners across the country, including animal welfare organizations and animal control, social service and law enforcement agencies. We are all united in our mission to provide effective means for the prevention of cruelty to animals in the United States.

The ASPCA strives to ensure that our staff and shelter partners have the training they need to care for and find loving homes for vulnerable animals.
Expanding Access to Veterinary Care
The ASPCA strives to create a world where every animal can receive the essential veterinary care they need to live happy, healthy lives. Our hands-on work, research and training efforts keep pets and families together and help pet owners access affordable and equitable care.
